TRICK: Scouting enemy occupied wilderness

You can tell a lot about your enemy by examining and scouting his wilderness:

1) Finding and scouting an enemy occupied wilderness will provide a safe a simple report of his
current tech levels. No need for a real high scouting level for this to work.

2) if the wilderness around an enemy city is occupied and there are lots of level 0's, then
it is likely that your enemy is not very active lately and ripe for a pillage or occupation.
